NRC has buildt 595 transitional shelter units. The need to established a Camp Managment system was later acknowledged and thus started.
The report has some interesting and positive findings; the programs being revelant, differenciated shelter designs tried to respond to the needs of the beneficiaries. Implementation models striking a good balance between participation, ownership, conflict mitigation and efficiency.
Shelter and camp management worked well in tamdem, recommended always to plan CM alongside shelter in such camp-like settings. The importance to work with beneficiaries in a participatory way at all stages during the project cycle has been underlined in the report.
However, weak assessment done by NRC before starting up in Timor Leste, essential baseline data lacking, has hampered monitoring mechanisms and outcome tracking. NRC should ensure assessments to be both comprehensive and include context-specific analysis as well as identifying benchmarks for exit. "
