This report presents the outcome of an Evaluation og the General Food Distribution (GFD) in Northern Uganda, commissioned by the Norwegian Refugee Council (NRC).

The Acholi Sub region in Northern Uganda has been at the centre of a conflict between the Government of Uganda and the Lord’s resistance Army for more than 22 years. The protracted conflict resulted in a massive internal displacement in Northern Uganda. At the height of the insurgency nearly 2 million people were forced to live in crowded camps.

In 1997, the UN World Food Program (WPF) with NRC as its cooperating partner started distribution food to the affected populations in Gulu and Kitgum districts. Having distributed food to IDPs for 10 years, NRC decided in 2008 to conduct an evaluation of the General Food Distribution Project, to obtain a systematic and objective assessment of performance and also to identify lessons learned.
