Evaluation Report:
The Norwegian Refugee Council (NRC) has since 2003, through the Information, Counselling and Legal Assistance (ICLA) programme for internally displaced persons (IDPs), provided free legal information and advice through a network of NGOs in the Baku, Sumgayit, Agdam and Fizuli areas of Azerbaijan.
The programme began with the initial aim of assisting “the advancement of the IDP Guiding Principles and establishment of the full scope of international IDP protection standards in Azerbaijan”, to assist “the establishment of local capacity in the field of IDP rights” and to “assists the development of better cooperation /coordination among key government and international stakeholders”. The programme was expanded in subsequent years to also include direct provision of legal assistance to IDPs and refugees on rights related issues.
Jenty Kirsch-Wood and Sevinj Amirova was commissioned to conduct an evaluation of the programme. Overall the ICLA programme has provided affective and appropriate legal services to IDPs, and has conducted and initiated a number of important advocacy activites.
